By the end of 2023 Assam to withdraw from AFSPA CM Sarma

Assam: In a major announcement, Assam Chief Minister Himanta Biswa Sarma said on May 22 that the state government is committed to complete withdrawal of the Armed Forces Special Powers Act (AFSPA) from Assam by the end of 2023. This initiative is part of a wider plan. Strengthen the Assam Police Battalion and ensure security measures across the state.
Addressing the Commandants’ Conference, Chief Minister Sarma emphasized the importance of regular meetings and announced that the conference would be held every six months. He also revealed his intention to personally visit various battalions across the state to review their functioning and address any concerns.
One of the key initiatives introduced by the Chief Minister is the recruitment of retired army personnel for training the police force. These ex-servicemen will hold the post of Additional Superintendent of Police and share their expertise to improve police professionalism and efficiency.
The objective of the regime is to create a positive environment within the battalions and promote a change in mindset among commandants and forces. Efforts will be made to empower battalions, so that they can handle law and order issues with minimum use of force.

The lifting of AFSPA across the state is expected to be completed by November, facilitating the replacement of Central Armed Police Forces (CAPF) by Assam Police Battalions. However, the presence of the CAPF, as required by law, will continue to ensure the restoration of law and order.
Furthermore, the Chief Minister stressed the importance of appointing efficient and professional police officers as commandants for effective leadership of battalions.

To improve overall efficiency and discipline within the police force, the government plans to compile a list of underperforming personnel, including officers, considering factors such as habits, alcoholism, obesity, etc. (VRS) and creating a more efficient workforce.
Chief Minister Sarma also emphasized the need for each battalion to develop its own slogan and incorporate it into its operations. He encouraged foundation day celebrations, giving opportunities for policemen’s wards to showcase their talents through debates, eloquence, art and other activities.

It is the government’s aim to establish standard schools in the battalion premises, utilizing the expertise of talented police personnel in addition to the posted teachers. Additionally, efforts will be made to provide adequate residential colonies for all the 36 battalions, ensuring accommodation satisfaction for the personnel and their families.
