To smooth admin each constituency to linked with A circle officer

Tinsukia: Assam Chief Minister Himanta Biswa Sarma on Tuesday said his government is linking each assembly constituency with only one circle office in a bid to streamline administration.

At present, the assembly seats are attached to the district headquarters and a district may have several constituencies and constituencies.
“We are connecting each constituency with only one circle office to streamline administration as we want to coordinate both revenue work and development work,” the Chief Minister said on the second day of the 5th Deputy Commissioners’ Conference here. ‘
Sarma said that his government has initiated massive changes in the district administration and a deputy commissioner should not be involved in routine administrative tasks but should spend time on the overall development of the district in key development parameters.
He said that the Deputy Commissioners will be assisted by three Additional Deputy Commissioners who will look after revenue, infrastructure and social welfare.

The DC will act as Chief Secretary of the district and focus on key development parameters. The Chief Minister said that all district-related work will now be communicated directly to him through line ministries.
He said that the caretaker ministers will be the Chief Minister while the DC will work as the Chief Secretary in the district.

In 2021, Sarma appointed guardian ministers for the districts, who will look after various government schemes and resolve issues related to them.
He added that the government will start measuring GDP at the district level and monitor the progress of all flagship schemes.

“My first priority is to bring about equal growth in all districts. Once we do the assessment, I want the under-performing DCs to meet their high-performing counterparts.
A three-day conference of Deputy Commissioners of all 31 districts of Assam began on Monday to discuss various schemes and projects.

The Chief Minister earlier inaugurated a conference hall constructed at a cost of Rs 15.60 crore and equipped with all modern facilities where the meeting was held.
