Manipur: In response to the large-scale violence that took place in the state of Manipur on 3 May 2023, which resulted in massive loss of lives, injuries and property, the Ministry of Home Affairs has appointed a Commission of Inquiry to investigate the incidents.
The Manipur govt had earlier recommended the setting up of a Judicial Inquiry Commission under the Commission of Inquiry Act, 1952 to look into the causes and factors of the crisis.
The purpose of the Commission of Inquiry consisting of distinguished members is to thoroughly investigate the incidents of violence in Manipur and shed light on their root causes.
The Commission consists of Hon’ble Justice Ajai Lamba, former Chief Justice of Guwahati High Court, Himanshu Shekhar Das (IAS Retired), and Alok Prabhakar (IPS Retired), who bring together a wealth of experience and expertise.
The Commission’s terms of reference include several important issues. First, the commission will investigate the outbreak of violence and riots on May 3, 2023 targeting members of various communities and the aftermath.
It will carefully study the sequence of events leading to the violence and examine any possible negligence or dereliction of duty on the part of the responsible authorities or individuals. Additionally, the Commission will review the adequacy of administrative measures taken to prevent and combat violence and riots.
The scope of inquiry goes beyond specific cases. The Commission will also consider complaints or allegations made by individuals or associations, along with relevant affidavits as well as examples of reference to conditions brought to its notice by the Government of Manipur.
The Commission is expected to submit its report to the Central Govt within six months from the date of its first meeting. However, it may provide interim reports on any relevant matters ahead of schedule.
Recognizing the importance of the location for the investigation, Imphal has been designated as the headquarters for the Commission.
Keeping in view the nature of the inquiry and the circumstances surrounding the case, the Central Government has directed various provisions of the Commission of Inquiry Act, 1952 to be implemented to ensure smooth functioning of the Commission.
