Saubhagya scheme “scam” VPP MLA demanded thorough probe

Shillong: North Shillong MLA and VPP leader Adelbert Nongrum has called for an inquiry by the Meghalaya Lokayukta into alleged irregularities in the implementation of the Saubhagya Scheme by the Power Department.

Nongrum formally submitted a complaint to Meghalaya Lokayukta Chairperson Bhalang Dhar, with a copy also given to Lokayukta Secretary Ryntihlang Rapthap.

Addressing the media after lodging his complaint, Nongrum highlighted findings from the Comptroller and Auditor General of India’s report on Social and Economic Sectors for the year ending March 31, 2022.

The report revealed that Meghalaya Power Distribution Corporation Limited (MePDCL) had made an alleged ill-advised decision to award contracts under the Saubhagya Scheme at the quoted rates, resulting in an avoidable expenditure of Rs 156.14 crore, despite an advisory from the Cabinet Secretary.

Nongrum expressed his expectation that the Meghalaya Lokayukta would take appropriate action against the alleged corruption involving senior government officials in this centrally sponsored scheme.

He also mentioned his attempt to address this issue during the last budget session of the Assembly but was blocked by the Assembly Speaker under Rule 241 of the Rules of Conduct of Business.

The VPP legislator underscored the crucial role of the Lokayukta in combating corruption and emphasized the need for it to operate as an independent constitutional body free from interference.

Reminding the public of the MDA government’s commitment to transparency and accountability, Nongrum expressed hope that the Lokayukta would fulfil its duty and hold those involved in corrupt activities accountable.
