Imphal: Amid ongoing communal violence in Manipur, a senior bureaucrat has been suspended for refusing to take over as deputy commissioner of Jiribam district.
Manipur Chief Secretary Vineet Joshi invoked Rule 3 of the All India Service (Discipline and Appeal) Rules, 1969 to suspend Indian Administrative Service (IAS) officer NG Rubin Singh with immediate effect.
During the period of suspension, Ng Roben Singh shall have his headquarters at Imphal and shall not leave the said headquarters without obtaining prior permission from the competent authority, the suspension order said.
The Department of Personnel and Administrative Reforms had issued a transfer order on August 2 appointing Singh as Deputy Commissioner of Jiribam district in Manipur.
The suspension has been made following the officer’s failure to comply with the transfer order.
The officer submitted a representation on August 12 citing concerns regarding the communal situation between the Meitei and Kuki communities.
According to reports, the suspended officer expressed reservations about working in Kuki-majority areas in view of safety concerns for Meiteis civil officers like him.
Moreover, he also pointed out frequent transfers in the past and his willingness to serve as Deputy Commissioner in the districts worst affected by communal violence in the Valley.
