On the 46th foundation day of the Red Army of the banned People’s Revolutionary Party of Kanglapak (Progressive) [PREPAK(Pro)], its chairman Longjam Paliba M. said on Sunday that their freedom struggle has nothing to do with lack of economic development condition “We as armed rebels have nothing to say and worry about India’s lack of development activities in Manipur.
We have not demanded withdrawal of such activities either,” he said.
“However, it is important to know India’s fraudulent economic and subjugation policies that show its intent to maintain the colonialism of Manipur,” he added.
He appealed to the Kinglichas not to fall victim to the seemingly beneficial but deceptive policies of the government.
He also paid tribute to all the martyrs who sacrificed their lives in the freedom movement and extended his greetings and best wishes to all the Congresses and brother revolutionary organizations.
Expressing his views and thoughts on the occasion, the Chairman said that as the saying goes “first impression is last impression”, events like accession in 1949, debasement of constitutional monarchy with degraded Part-C state, immediately The cancellation permit system, and the use of juvenile development funds of about Rs 1 crore in the First Five Year Plan (1951-56) reflected India’s default anti-Manipuri mindset.
“But most importantly, I would say that their arrogant and expansionist policies fueled the armed struggle against India,” he said.
The chairman further said that during the 28 years from 1951 to 1974 and 1980 to 1985, India had allowed Manipur to use about Rs 301 crore from the plan.
He added that it is absurd that the overall development fund over a period of 28 years was less than the annual financial loss of about Rs 400 crore in terms of agricultural produce due to submergence of arable fertile land due to the Loktak project.
Pointing out that even during the British rule, it was estimated that Manipur had an annual agricultural surplus of around 25 per cent, the Chairman said, “However, since the Athai Barrage, about 80,000 hectares of fertile cultivable land has been created. Underneath, Manipur has survived on food imports.”Loongjam Paliba M added that the Loktak project, which was started in 1971 before Manipur got the status of a non-de facto state, was designed with a false promise of electrification to every household. In real terms the project was meant to generate huge profits for the Center at the expense of Manipur.
It was implemented hastily with no responsible government to participate in the initial decision-making process, which ultimately ignored the socio-economic costs.
Yet, the state government cannot say anything, let alone abolish it, he maintained.
