Itanagar: The Arunachal Pradesh State Election Commission (SEC) has announced by-elections for 54 vacant posts in Gram Panchayat constituencies and two vacant seats in Zilla Parishad constituencies to be held on November 6.
State Election Commissioner Rinchin Tashi told a press conference here that these seats fell vacant due to various reasons including death and resignation. The Commission will issue a public notice in this regard on October 9, while the last date for filing nomination papers is October 16.
Scrutiny of papers will take place on October 18 while the last date for withdrawal of papers is October 21, the SEC said, adding that the counting of votes will take place on November 8.
Arunachal Pradesh has a total of 25 Zilla Parishads with 242 constituencies and 2,115 Gram Panchayats with 8,145 seats.
Elections to 40 gram panchayat seats and one zilla parishad in Vijoynagar administrative subdivision under Changlang district have, however, been postponed due to law and order and other administrative issues, Tashi said.
“According to the report of the district election officer, the conditions are not conducive for holding elections in Vijoynagar,” the SEC said without elaborating on the issues.
With the announcement of the elections, the Model Code of Conduct came into force from Friday to ensure free, fair and peaceful by-elections, and it applies to all political parties, candidates, MPs, ministers, MLAs, advisers, employees. will be on State and central governments, CPSUs and local bodies, Tashi said.
“More than 500 election officials will be engaged for the election process which will be held in 73 polling stations in 23 districts of the state,” the SEC said, adding that as per the current situation, the respective district election officers Security will be reviewed. He said that the special summary revision of the electoral rolls of the respective vacant panchayat constituencies was done with reference to January 1, 2023, as the date of eligibility and final publication of the electoral rolls was completed on September 25 this year.
The Arunachal Pradesh Assembly passed the Arunachal Pradesh Panchayati Raj (Amendment) Bill on March 15, 2018 to abolish the Anchal Samiti, the middle tier of the three-tier Panchayati Raj system, and establish a two-tier system in the state. .
This is being done after the 73rd amendment of the constitution which states that a state with a population of less than 2 million should not get intermediate level.
Arunachal Pradesh has a population of 13.84 lakh. The last panchayat elections in the state were held in December 2020 and by-elections were held in July 2022 for one zilla parishad and 130 gram panchayat seats respectively.
