
GP Singh says Assam police is ready to take over if AFSPA ended
Assam: In a major development over the suspicious death of Morikolong sub-inspector (SI) Junmoni Rabha, Assam Chief Minister Himanta Biswa Sarma has directed Assam Director General of Police (DGP) GP Singh to visit the Central Bureau of Investigation (CBI) office in New Delhi.
According to reports, the DGP will visit the national capital to discuss the main investigating police agency handling the death of SI Junmoni Rabha from Assam CID.
Speaking to the media, Assam DGP GP Singh said, “On the direction of Assam Chief Minister Himanta Biswa Sarma, I will visit the CBI office on Monday. We are the CBI chief in New Delhi. Will talk to the authorities. It is hoped that after the discussion, the case of SI Junmoni Rabha’s death will be transferred to the CBI.
Notably, the CBI can itself investigate crimes only in Centrally Administered Territories. However, the Central Government can empower the CBI to investigate an offense in a State but only with the consent of the State Government concerned.
Apart from this, the Supreme Court and High Courts can also order the CBI to investigate any crime anywhere in the country without the consent of the state.
Earlier on May 20, Assam’s Director General of Police (DGP) GP Singh had officially said that the case would be examined from every angle and senior police officers from CID Assam and Assam Police Headquarters would be consulted. After discussions, it has been recommended to the Assam Government to recommend the transfer of the Police Headquarters of Assam. The Central Bureau of Investigation (CBI) is investigating the four cases registered in Nagaon and Lakhimpur districts of Assam.
Also, after discussions with Assam Chief Minister Himanta Biswa Sarma, the Assam Police had also decided that all the police officers attached to the above mentioned districts would be transferred.
Addressing a press conference here in Guwahati, DGP GP Singh said, “I also want to place on record that my decision to transfer the investigation to the CBI has been taken on two grounds. One is the public sentiment, their wishes and demand to transfer the cases to CBI and the other is that one of our officers lost his life, it is considered appropriate that the case should be investigated by an impartial agency.
However, after looking at the investigation by CID Assam in the last three days, I would also like to say that my decision does not in any way question the professionalism of CID Assam.
I have great respect for the ability shown by CID Assam over the last few years and in investigating all the cases entrusted to CID Assam over the last few years to a logical conclusion.
However, I reiterate that I have decided to transfer the cases to the CBI in the interest of public sentiment and impartiality.
The top police officer also said that the Assam Police has decided to recommend the state government to transfer all the four cases including the case (Nagon PS Case Video No. 443/23) investigated by SI Rabha to the CBI. Who was it? The case was filed on May 5, 2023.
The second case registered in connection with the suspicious death of SI Rabha is Lakhimpur PS Case (183/23) on 15 May 2023. Similarly, two more cases were registered in Jakhalabandha PS (84/23) on May 16. (87/23) further informed DGP on 19 May 2023.
